Assign #9: Definition of Personnel Management and Human resource Management

1.Personnel management is often considered an independent function of an organization. It is typically the sole responsibility of an organization’s personnel department. Personnel management also seeks to motivate employees with such things as compensation, bonuses, rewards, and the simplification of work responsibilities.

The definition above about the personnel management is clearly define and understandable. I agree on the author that personnel management seeks to motivate employees with such things as compensation, bonuses, rewards, and the simplification of work responsibilities to improve their job performances.

They may be salespeople in a store, clerks in an office, operators in a factory, or technicians in a research laboratory. In a business, personnel management starts with the recruiting and hiring of qualified people and continues with directing and encouraging their growth as they encounter problems and tensions that arise in working toward established goals.

In the definition it discuss the main goals within a corporation. Their first goal is to effectively make use of the talents and abilities of employees and to ensure that the employee is satisfied with both the working environment and etc.

Assign #8: Interview about personnel

Last, Wednesday September 24, 2008 we interviewed Mrs. Florita L. Oligario HRMO3 of City Government of Davao to ask her concept on the nature, scope and role of human resource management. Her concept is similar to that of the management of organization and I agree with her because of her understandable and comprehensive explanation about it.
First she discussed to us the nature of human resource management. Their nature has evolved now and then. She told us that, before they were not so organized, they only have small group of employee, lack of facilities, they were limited to some transaction like hiring and preparation of documents and appointments. Right now their nature is more developed, their functions have expanded, their limited transaction like hiring is improved and their facilities are more convenient to use. She also added that their employee right now has some annual benefits and incentives. She enumerates some of incentives for their employee like travel package here in Davao 300pesos each and salo-salo package 100pesos for exemplary achievement of their employee. These are based on their performance rating every six months. If an employee has a good performance in 2 succeeding semester he/she received 2,000pesos and if she has fair rating, she will dropped from rules. She appeals to people that are saying employees of City Hall was not good, but they take it as a challenged to motivate their employees. Ma’am Obligario believed that Human Resource is the asset of the company and can be a human capital.
About the scope of their human resource management, she cites some of them such as recruitment, training, and payroll. In the recruitment of their permanent employee or plantilla they have some qualification to meet. First, take the qualifying exam and followed by interview with the personnel selection board. After that the credentials is evaluated, then they prepared a comparative report. The last is the approval of the City Mayor. They also have to take Civil Service and meet the minimum standard. For their non- plantilla there’s no need to take some their qualification. She stated that “not whom you know but how you posses your ability on the job”. They also conduct training for skills required and needs of their employee improvement. Their payroll is every 15th and 30th of the month through ATM.
When we asked her about the role of human resource management, she only answered us to “meet the need of the clients” same as our first respondent Sir Bobet Nacilla told us. Then we asked her if she meets her expectation of their company, she answered “More than enough of my expectation. Job is fulfilling though it is stressful and I worked beyond office hours”. The last statement she said and very proud to say it “WE ARE EXCELLENT”. (She laughed aloud). hehe..cheers

At last..Huh!

Last Monday, Sept. 15 nainterview na rin namin si Sir Bobet. He is the head of the System Admin of the City Government of Davao. From that interview we gather some information and tips for our major paper. Even though he is so busy, he still given us time for our interview. To sum up our interview with him, all i can say we all enjoy it because our interviewee was so jolly and approachable. After our interview with him we brought some snack for him, hope he like and enjoy it. hehehe..

A while ago, my group mates and i went to our adopted company to ask and request our schedule for interviewing them, and finally they were grant our request and they given us an schedule . Supposedly, tommorow is our schedule of interviewing with them but Sir Bobet moved the schedule on monday because his scheduled was already unavailable .

We already started to gather some information about them like background of their company and we are also started making the introduction.

Third Journal

After a long vacation, finally, these past few days we were already started our major paper. It was given by our teacher a head of time but we didn’t able to start it immediately because we had no idea on how we would start it. All I can say that it is one of the most complicated projects that I ever encountered. It’s our first time to make a Gantt chart and it’s really hustle. We took long time on making the Gantt chart because we were stuck on deciding how we were going to accomplish this major paper on limited time. Last day we had able to past it and we hope that there will be no problem about it.

The deadline of our major paper is fast approaching and we hope that we able to past it on time. Next week we had our first schedule of visiting our adopted company to ask their permission again to conduct a study about their company. We had listed some possible questions that we would tackle during the interview. Then the following days to come will be the most tiring time because the paper works and exams will come simultaneously. This is it, this is really it. So help me God. To my group mates "AJA!" (Si God na bahala.) Go! Go! We will make it.

My Second Journal

Experience is the Best Teacher
My unforgettable and adventurous experience in this subject begins when we start searching our adopted company. To look for an adopted company was not easy. You must have a high patience and determination to have it. I can’t imagine that we almost stroll the whole downtown area to seek a certain company for our report.

During that time, we’re a pachyderm (makapal ang mukha) for the sake of having a company. We have visited such establishments like; Panasonic, Emcor, Gaisano Mall, Victoria Plaza, Gaisano South Mall, and etc. The first thing that we asked to the company that we visited was if they allowed students to conduct a study and interview about their company. We provide a letter to our suspected company; those companies are Emcor, Six Eleven Global Teleservices and the City Government of Davao. Before we’ve finally found our adopted company we were rejected many times but those rejections give us more determination.

Every time we were disregarded, we felt that we were similar to those applicants that had been rejected to the job they were applying. Even though we’re very tired, spend a lot of money for our fare and our toes start to have callus, we still enjoyed because of some funny moments. One of those was when everyone thought that one of my peers was blind because we were guiding her while walking and people were amazed of what they’ve seen, that a blind person was keep on texting. (Hehehe, we were so stupid that time). There were funny moments that we experienced that until now I really laugh every time I remember those time.


After long search we finally found our first adopted company it was the Six Eleven Global Teleservices. They allowed us to conduct an interview about their company. They we’re so kind and hospitable to us. (Nosebleed nga lang kami doon sobra, speaking dollar sila tanan,hehehe..) Every corner there is a sign saying "Speaking English Zone". They entertained us very well and they answered some of our questions. In fact they invited us to take the free English training to enhance more our English grammar and fluency but we didn’t able to attend the training because of the hectic schedule that we had. The information that we had with them was not enough so we decided to conduct another interview to other company.


Our second adopted company was City Government of Davao. The HR Director of City Gov’t was Mrs. Laperacion Daplin, she is so nice to us. She received our letter right away. Then the following week we conduct an interview with one of their IT specialist it was Sir. Bobet Nacilla. He discussed everything about the flow of the HRIS in their company. He also shared to us his own knowledge about it and gave us some tips. After we interviewed him we had pictorials for our presentation, then we approach Ma’am Daplin and also take some picture with her. When we had already those information that we need we immediately made our reports and presented it during our schedule time.

Those things that happened from the beginning until the time we already presented our report were so memorable to me. Before we end our class I’m one of those who share the experiences and learning’s that I have learned in HRM. I have learned many things from those experiences and I’m so happy and thankful for it.

My Journal

The HRM subject is really unusual to my other subject that I had take up ever. Why I said so? It’s because in this subject you already introduced to the real world. It doesn’t only focus on books and school affair. In fact, in this subject we often met our teacher personally we’d just met and take our assignment on the forum. We made also our own blog to post our assignment and journal like what had you read right now.
In this subject there are some advantages and disadvantages. Well, the advantage is we usually have no class. We had a free time generally but there are assignments that we should accomplish. This is my only subject that we don’t have quizzes and exams. Nice to hear right? But in the end it’s the most tiring subject because in the end of the semester we must accomplish our major paper. Our grades will depend on the major paper that we had pass on our teacher. In other words, we must do it well and give effort and time. God bless us all. I hope sir you will appreciate our efforts. Thanks in advance sir. Hehe..

Reaction about the SONA of PGMA

State of the Nation Address of President Gloria Macapagal-Arroyo during the 2nd Regular Session of the 14th Congress of the Republic of the Philippines


Three areas from the SONA of our President related to Human Resource Management:

Arrow ” Noong SONA ng 2001, naglunsad tayo sa NCR ng patrabaho para sa 20,000 na out of school youth, na tinawag OYSTER. Ngayon, mahigit 20,000 ang ineempleyo ng OYSTER sa buong bansa. In disaster-stricken areas, we have a cash-for-work program”.

Arrow "Mula sa buwang ito, wala nang income tax ang sumusweldo ng P200,000 o mas mababa sa isang taon – P12 billion na bawas-buwis para sa maralita at middle class."


Arrow "Bukod sa libreng edukasyon sa elementarya at high school, nadoble ang pondo para sa mga college scholarships, while private high school scholarship funds from the government have quadrupled.
I have started reforming and clustering the programs of the DepEd, CHED and TESDA."

Exclamation These areas related to Human Resource Management mentioned by our President Gloria Macapagal Arroyo during her SONA would truly help us if she accomplished all of this. On the first area that stated above it is nice to hear that many of the out of school youth have given a chance to have a work. While the next area I hope that it would really happen because it is gigantic assist to those that belong to the middle class and maralita. The last area was all about the education, I expect that PGMA will continue to what she was started, and I hope she will give more attention, benefits and funds to the DepEd and so forth.

Assign #6: Human Being

"Human beings are the most important, potent and critical, resource of any organization, and yet the least understood and the worst managed of its resources"

Arrow I agree on the statement above that human being is the most important potent and critical resource of any organization because human is the greatest creation of God. He gives us knowledge to create any kind of things that we want. Above all of the creations human beings are chosen by our Almighty to take care of the resources and to manage it.

Idea Relating to the company, we human is the most important resources because we can handle, build up, improve and yet can destroy the company. Human can make the organization or company became successful. Without human there will be no company that will exist nor no company will stand out without. The success of a certain company will depend on the workers around it. scratch

However, we human are the least understood and the worst managed of its resource. They are several companies that their employees are taken for granted nor they don’t give value with their employees. Many cases that employees are being abuse and degrade their rights us individual. There are also other companies that are more interested and concerned with their machineries rather than their employees.

Human being plays as the most important resources among others resources. It should be the first and main priority of any organization. I hope that all the leaders of any organization or company will recognized the importance of their employees before it’s too late. Exclamation

The terms "human resource management" and "human resources" (HR) have largely replaced the term "personnel management" as a description of the processes involved in managing people in organizations. Idea For me, Human Resource Management is included in BSCS/BSIT curriculum because through this subject we will be able to recognize the importance of human resource in every company. As we all know human resource is dealing with other people and as mention above it is the most valued assets of company. Moreover, it helps us to gain more knowledge on what are the functions or roles of human resource on a particular company and what will be our role. benefits and responsibilities as employee to such company someday. Probably, few years from now if we are in the working environment it will not be very difficult for us to face the problems that we will encountering and how are we going to solve it.

It is a great transformation because we cannot deny that now a day each one of us is using the technology such as cell phones and internet. Because of the technology specifically Internet the corporation is undergoing a major transformation.

Many will be involved of the great transformation like the employees, they will increasingly feel the pressure to get breakthrough ideas to market first. The company will call on talent and resources--especially intellectual capital just as to sell its goods and services around the globe. The great 21st century leaders, however, isn't just about intellectual application of the latest software it’s about culture and mind set. The 21st century companies will recognize that the real power of technology is not just the ability to make a business more efficient but also its potential to spark transformative change. Much of that change will involve the company's relationship with its customers.

Idea To sum up, I believe that few years from now we are all the beneficiaries of the technology and probably some of the companies will not survive without technology. To other people will they like it or not they must accept that in the near future technology will be rule.cheers

What is Downsizing?

Downsizing is a commonly used euphemism which refers to reducing the overall size and operating costs of a company, most directly through a reduction in the total number of employees. When the market is tight, downsizing is extremely common, as companies fight to survive in a hostile climate while competing with other companies in the same sector. For employees, downsizing can be very unnerving and upsetting.

More than 400 companies have shut down while 2,000 others retrenched tens of thousands of workers due to economic difficulties last year.

A latest report of the Bureau of Labor and Employment Services (BLES) showed that the closures resulted in the permanent loss of jobs to 16,847 workers while retrenchments resulted in the lay-off of 30,022 workers.

The biggest casualties were reported by the manufacturing sector which accounted for 56.5 percent all closures and retrenchments last year.

Manufacturing companies that closed shop numbered 107 while 658 others cut down the number of their workers. Casualties reached 15,297.

Hardest hit segments of the manufacturing sector was the food and beverage industry which reported 98 companies going belly-up and 589 others resorting to retrenchments. It lost a total of 14,681 workers.

The top two industries that reported the biggest number of laid-off workers belonged to the export sector which had been vocal over a strong peso that undermined their ability to survive.

They had earlier reported closures and retrenchments but confirmation by a government was only made this week with the BLES report.

Manufacturers of equipment and apparatus were the second biggest victims with seven firms closing down and 37 others downsizing and accounting for 5,834 workers who lost jobs.Third biggest sector hit by lay-off and closures was the garments industry.

The industry reported 25 companies that closed and 57 others that retrenched workers. These firms accounted for 3,997 workers losing their jobs.

The services sector also reported a high rate of closures and retrenchments. It admitted to laying off 18,718 workers with the closure of 288 establishments and retrenchment made by 1,305 others. Retail trade and real estate firms topped the list of casualties.

Cause of downsizing:

The primary reason is to make the daily operations of a business more efficient. In some cases, it becomes apparent that a business has too many employees. Because there has been a decline in demand for the company's services, or because a company is running more smoothly and efficiently than it once was.

Among the five online jobs I mentioned above I much prefer to be home base typist. According to my research the income earning of this job is $300.00 - $500.00 per week. Aside of that this job is more convenient because you are only working inside your house. In this job the desirable skills are:Basic computer and typing skills and ability to spell and print neatly.

Editors - Perform variety of editorial duties, such as laying out, indexing, and revising content of written materials, in preparation for final publication.
Film and Video Editors - Edit motion picture soundtracks, film, and video.

Responsibilities:
* Facilitate the process of viewing video footage with the client.
* Decide what shots should be used, and making the final edits.
* Add music, consistent transitions, correct titles, text, and credits, while providing the video with an overall “look and feel” that meets the project objectives.
